The Patient Protection and the Affordable Care Act (also known as ACA or Obamacare), is one of the major pieces of legislation to affect the U.S. health care system. It was signed into law on March 23, 2010 by President Barack Obama. But only now we are ready to see its full impact, because the Obamacare Initial Open Enrollment Period begins on Oct. 1, 2013. It will last through March 31, 2014.
Paul Krugman recently expressed the goals of Obamacare quite clearly:
“The Affordable Care Act is based on three simple ideas. First, all Americans should have access to affordable insurance, even if they have pre-existing medical problems. Second, people should be induced or required to buy insurance even if they’re currently healthy, so that the risk pool remains reasonably favorable. Third, to prevent the insurance “mandate” from being too onerous, there should be subsidies to hold premiums down as a share of income.”
You will be qualified to use Health Insurance Marketplace if you do not to have access to adequate or affordable employer coverage. It means that you have:
- No coverage through your employer, OR
- Coverage through your employer that costs more than 9.5% of your income, OR
- Coverage through your employer that does not pay at least 60% of covered expenses
Consumers can get Health Insurance Marketplace help either through Navigators or Assistors, or through Agents and Brokers. The role of agents and brokers may be particularly valuable. CMS expects “that many consumers will want to obtain professional advice from agents and brokers when applying for and selecting a qualified health plan.”
