States can elect to build a fully state-based exchange, state-federal partnership exchange, or default to federally- facilitated exchange. You’ll use HealthCare.gov to apply and enroll in health coverage. Enroll by the 15th of the month for coverage that starts as soon as the 1st of the next month.

Medicaid Expansion in Delaware

Delaware has made the decision to support the Obamacare Medicaid Expansion.

Therefore:

  • If your income is more than 138% of the federal poverty level ($16,243 a year as a single person or $33,465 for a family of four), you will be able to buy a private health insurance plan in the Marketplace and may get Premium Tax Credit and Cost-Sharing Reductions based on your household size and income.
  • If you make less than $16,243 a year as a single person or $33,465 for a family of four, you will probably be qualified for Medicaid.

Essential Health Benefits in Delaware

Obamacare requires that all non-grandfathered individual and small business plans, including those offered through the Marketplace, cover a certain minimum of health benefits known as Essential Health Benefits. Delaware selected the Blue Cross Blue Shield Small Group EPO as the benchmark plan. Delaware will also supplement the benchmark plan with the Federal Employee’s Dental and Vision Insurance Program for pediatric dental and vision services.
