Obamacare law requires every state to open health marketplaces, also known as exchanges. States can elect to build a fully state-based exchange, state-federal partnership exchange, or default to federally- facilitated exchange. Also, Obamacare expands Medicaid coverage to 138% of the Federal Poverty Level (FPL) which is $16,243 for an individual or $33,465 for a family of four in 2015. Maryland Health Insurance Marketplace
Maryland made the decision to build state-based exchange. It is known as Maryland Health Connection.
You’ll use Marylandhealthconnection.gov to apply and enroll in health coverage. Enroll by the 15th of the month for coverage that starts as soon as the 1st of the next month.
Medicaid Expansion in Maryland
Maryland has made the decision to support Medicaid Expansion.
- If your income is more than 138% of the federal poverty level ($16,243 a year as a single person or $33,465 for a family of four), you will be able to buy a private health insurance plan in the Marketplace and may get Premium Tax Credit and Cost-Sharing Reductions based on your household size and income.
- If you make less than $16,243 a year as a single person or $33,465 for a family of four, you will probably be eligible for Medicaid.
Essential Health Benefits in Maryland
Obamacare requires that all non-grandfathered individual and small business plans, including those offered through the Marketplace, cover a certain minimum of health benefits known as Essential Health Benefits. Maryland selected the state’s largest small group plan, CareFirst of Maryland (Blue Cross Blue Shield)-HMO HSA Open Access plan, as their state benchmark Essential Health Benefits plan.
