Medicare Advantage Open Enrollment Period (MA OEP)

From 2019, there is a new enrollment period – Medicare Advantage Open Enrollment Period (MA OEP). It will replace the Medicare Advantage Disenrollment Period (MADP) that began January 1st and continued through February 14th. There are actually Annual MA OEP and Individual MA OEP.

Annual Medicare Advantage Open Enrollment Period (MA OEP)

Annual Medicare Advantage Open Enrollment Period will allow people enrolled in an MA or MAPD plan to make a one-time election to go to another Medicare Advantage plan, or to leave their Medicare Advantage plan, return to Original Medicare Part A and Part B and join a stand-alone Medicare Part D plan. It runs from January 1st through March 31st.

People enrolled in a MAPD plan may use the Annual MA OEP to switch to one of the following:

  • Another MAPD plan
  • MA-only plan (i.e., without prescription drugs)
  • Original Medicare with or without a PDP.

People enrolled in MA-only plan may switch to one of the following:

  • Another MA-only plan
  • MAPD plan
  • Original Medicare with or without a PDP.

Annual MA OEP enrollment period does not allow:

  • Switch from Original Medicare to a Medicare Advantage Plan
  • Join Medicare Part D for individuals enrolled in Original Medicare
  • Make Part D changes for individuals enrolled in Original Medicare, including those with enrollment in a stand-alone PDPs.

As in Medicare Advantage Disenrollment Period, members can only enroll in a new Part D plan if they have disenrolled from a Medicare Advantage Plan.

People who are using MA OEP to return to Original Medicare will be entitled to purchase a Medicare Supplement Plan if they choose, but this is not Guaranteed Issue business.

Individual Medicare Advantage Open Enrollment Period (MA OEP)

Individual Medicare Advantage Open Enrollment Period will allow people who are enrolled in a Medicare Advantage Plan during Initial Enrollment Period do the following:

  • Change to another Medicare Advantage Plan (with or without drug coverage) – within the first 3 months since they have Medicare Part A and Part B
  • Go back to Original Medicare (with or without drug coverage) – within the first 3 months since they have Medicare Part A and Part B
