New York Medicare Supplement Plans (Medigap Plans)
UPDATED Oct. 28, 2023. Original Medicare does not cover all of your medical expenses. New York Medigap plans, also known as New York Medicare Supplement plans, provide protection against Original Medicare out-of-pocket costs. The costs include deductibles, co-payments, coinsurances, and excess charges. Your Medicare health costs may be very significant without such plans.
New York Medicare Supplement Plans are sold by private insurance companies licensed in New York. Most Medigap rules are standard for all states (except for Massachusetts, Minnesota, and Wisconsin). In particular, Standardized Medicare Supplement Plans define Medigap benefits for each of its plans that are universal regardless of what Medigap vendor is offering a particular Medigap plan.
Medigap premiums in New York are decided by the following factors:
- Zip code (and sometimes a county within the zip code)
- Whether or not you are a tobacco user.
Some New York carriers add more benefits than is standard, such as the Vision Plan discount. Contact Liberty Medicare for more information.
New York Medicare Supplement Plans: State Medigap Regulations
The New York law prohibits Medicare providers to charge more than what Medicare allows. This difference is known as Extra Charges. In other words, Extra Charges are illegal in New York. Therefore, the less expensive Medicare Supplement Plans in New York that do not include Extra Charges, such as Medicare Supplement Plan C and Medicare Supplement Plan D are identical to the more expensive plans that include Extra Charges, such as Medicare Supplement Plan F and Medicare Supplement Plan G.
In New York state, insurance companies must sell people with Medicare a Medigap policy at any time, no matter their age or health status. Companies cannot deny you coverage or charge you more because of your health status.
Also, in New York state, people with Medicare under age 65 have the same rights to buy a Medigap as people 65 and older. Some vendors (but not all) have Medigap plans for people under 65.
In addition to the standard Guaranteed Issue Rights, some states have additional Guaranteed Issue Periods, such as 30-day birthday period. New York does not have such periods. New York does permit a household discount to be applied to Medigap policies, and several Medicare Supplement providers offer this discount.
