The Medicare Open Enrollment Period 2019 (also known as the Medicare Annual Enrollment Period or AEP) will begin tomorrow. It starts on October 15th and will run through December 7th, 2018. It is the busiest time of year for Medicare clients – the only time you can join, switch or drop Medicare plans. You cannot do it at any other time unless you are entitled to one of the Special Enrollment Periods (SEP). Standardized Medigap Plans
There are 10 Standardized Plans, designated by the letters “A” through “N.” Plan’s letter defines a set of benefits; they are identical for all vendors. For example, the benefits of Medicare Supplement Plan F from one vendor are the same as benefits from any other vendors. But the premiums may differ significantly from vendor to vendor. Therefore, the knowledge of Medicare Supplement vendors and their premiums is essential.

Medicare Supplement Plans in Pennsylvania: State Medicare Supplement Regulations
Medigap premiums in Pennsylvania are established using the following factors:
- Age
- Zip code (and sometimes a County within the zip code)
- Gender
- Whether or not you are a tobacco user.
Rates are usually higher in urban areas and lower in rural areas. Female rates are typically 10-15% lower than male rates in most Medicare Supplement companies. Some Pennsylvania carriers add non-standard benefits, such as the Vision Plan discount.
Pennsylvania law prohibits Medicare providers to charge more than what Medicare allows. This difference is known as Extra Charges. In other words, Extra Charges are illegal in Pennsylvania. Therefore, Medicare Supplement Plans that do not include Extra Charges (Medicare Supplement Plan C and Medicare Supplement Plan D) are identical to plans that include Extra Charges (Medicare Supplement Plan F and Medicare Supplement Plan G). Medigap Plans C and D are less expensive than Plans F and G, but the difference is quite insignificant.
For people having Medicare due to disability under the age of 65, Pennsylvania has added requirements that allow people under 65 to get Medicare Supplement. The requirements are:
- All plans are available for people age 50-64 enrolling at the Medicare Supplement Open Enrollment Period
- Medigap plans A, B, C and F are available for people age 50-64 entitled to Guaranteed Issue Rights
Most Pennsylvania Medicare Supplement providers offer Medigap plans for people age 40-64. For some of them the cost is typically higher (but comparable) than for individuals who are 65 years old, but for many companies, it is significantly higher.
Pennsylvania does not have any additional special Guaranteed Issue windows, such as 30-day birthday period. A household discount is allowed in Pennsylvania, and several Medicare Supplement vendors include it. The typical discount is 5 to 7 percent. Some companies provide a discount, even if the only single person is applied.

Medicare Supplement Plans in Philadelphia, Pennsylvania – 2018
Philadelphia, Pennsylvania is located in Philadelphia County. Most of Medigap vendors selling policies in the Philadelphia area are on the Liberty Medicare list of Medigap carriers. We only deal with highly respected companies. Only one of them has AM Ratings B+; the rest has ratings A-, A, and A+.
